Raul’s life has been a testament to service, hard work, and a deep commitment to his community. Born and raised in Brownsville, Texas, he began his journey of service by joining the U.S. Air Force in 1982 after graduating high school. During his nearly six years in the military, he developed a strong work ethic, leadership skills, and a passion for serving his country. He left the Air Force with an Honorable Discharge as a Sergeant, laying the foundation for a lifelong dedication to public service.
After completing his military career, Raul moved his family to the Houston area and ultimately settled in Pasadena in May 2000. For over two decades, he has called Pasadena home, raising a family with his wife of nearly 40 years. Together, they are proud parents of three children—all graduates of Pasadena ISD high schools and San Jacinto College—and doting grandparents to three grandchildren.
Raul’s commitment to personal and professional growth has been a hallmark of his career. He earned his associate degree from Houston Community College in 2004 and a Bachelor of Science in Business Management from Western Governors University – Texas in 2015. In 2011, he achieved the prestigious Certified Public Manager (CPM) designation from The William P. Hobby Center for Public Service at Texas State University, earning recognition from the American Society for Public Administration.
Raul’s faith has also played a central role in his life. After becoming a born-again Christian in 2005, he has been active in his local church community. In 2018, he successfully spearheaded an effort to secure an FCC license for KPFG-LP “Radio Amanecer” 94.9FM, a Spanish-language Low-Power FM radio station dedicated to serving Pasadena and surrounding communities with Christian music, education, and local information.
Over the years, Raul has identified the challenges facing Pasadena and has taken action to address them. He has worked tirelessly through community organizations and initiatives to improve the quality of life in the city. After 32 years of public service with Harris County in leadership roles across three county agencies, Raul will retire in 2025. He now seeks to bring his extensive experience and dedication to local government as a candidate for Pasadena’s City Council District E.
Raul is committed to ensuring that Pasadena thrives. His campaign is focused on enhancing public safety, supporting education, fostering economic growth, and improving community infrastructure. With decades of leadership experience and a deep love for Pasadena, he is ready to serve his neighbors and make a lasting impact.
